BHUBANESWAR: The State Government has directed all the departments to ensure timely utilisation of the financial assistance provided on the recommendations of the 13th Finance Commission. According to a review on allocation of funds and their utilisation by Chief Secretary BK Patnaik, the Finance Commission has recommended a grant of ` 9,658.76 crore to the State for 2012-13. The Finance Commission has recommended Rs 1,622.80 crore for disaster relief and the award period of assistance extends up to 2014-15. Monitoring and supervision of grants for disaster relief will be done by the State executive committee and the State Disaster Management Authority. The major purposes under state-specific grants against which the budget estimates have been approved include eco-restoration of Chilika lake (` 12.50 crore), construction of anganwadi centres (` 100 crore), upgradation of health infrastructure (` 87.50 cr), grant for power sector (` 125 crore), upgradation of jails (` 25 Cr) and fire services (` 37.50 crore), preservation of monuments and Buddhist Heritage (` 16.25 crore) and establishment of market yards at block level (` 15 crore). The total budget estimate under State- specific need grants for 2012-13 is ` 519.58 crore. Similarly, the total budget estimate of ` 1,122.14 crore has been approved under other grants for the said year. The major purposes under other grants include primary education (` 204 crore), improvement of justice delivery system (` 38.04 crore), issue of UID (` 35.70 crore), improvement of statistical system (` 8.00 crore), grant-in-aid for forest (` 82.76 crore), water sector management (` 46 crore) and local bodies grant (` 700.16 crore). All the departments were asked to follow the stipulations of the Finance Commission and fulfil the conditions laid down for the purposes. Finance Secretary JK Mohapatra told the departments that the grants for subsequent years will not be released unless they fulfil the conditions and achieve substantial expenditure by the first half of the year. Cooperation and Panchayati Raj Departments have been asked to jointly identify the places for construction of market yards at the block level so that it is actually used by the farmers and the private traders. Target has been fixed to complete 74 market yards during this year. Health Department has been asked to expedite the work on improvement of infrastructure in all the three Government medical college and hospitals. The Women and Child Development Department was advised to expedite the process of construction of anganwadi centres to meet the target within the award period. All the departments were asked to submit the updated physical and financial achievements by month-end.
