He stopped a motorcyclist, T Prakash, for violating traffic rules and charged him a challan of Rs 270.Prakash tried to convince the constable that he was in a hurry and promised to pay the challan later. As Mohan was busy with other motorcyclists, Prakash reportedly tried to take away his bike and flee from the place.Mohan noticed this and hurriedly snatched away the keys. Police claimed that Prakash started abusing Rao and as a heated argument ensued, both came to blows. In the melee, the bike key in the constable's hand pressed hard against Prakash's neck which led to his bleeding.Locals and passersby gathered at the spot and attacked the constable. The other constables at the place also joined the fight and allegedly attacked the agitated passersby and one of them even suffered an injury on private parts. Kacheguda traffic SI R Ramaiah reached the spot but he also came under the blows of the irate mob. Alerted by the traffic police, Amberpet law and order police reached the place and brought the situation under control.Police arrested four persons-Prakash, Jabil Shareef, Haneef and Jagdish. Cases under Section 353 (assaulting or use of criminal force against a public servant) of IPC were booked against them.
