PUDUCHERRY: The Union government has proposed to send officers, at a higher-level, abroad for training on good governance and then disseminating the information to the officers at the lower level, said Union Minister of state for PMO V Narayanasamy on Monday.Inaugurating a two-day regional conference on ‘Reforms for citizen centric governance’ organised by the ministry of personnel, public grievances and pensions in association with the government of Puducherry, he said that Prime Minister Manmohan Singh had given an impetus to the programme. As part of it senior officials would be sent to countries like Malaysia, Singapore and Scandinavian countries.Stating that training of district level officers was essential to appraise them of administrative reforms as many of them did not know them and were sticking to the old system, he said that  20 per cent of the promoted IAS officers would be sent to government of India offices for updating their knowledge. Further, pointing out to the practice by some officers at the state level of leaving their offices during duty hours for personal work on a routine basis, he said that it was the duty of senior officers to correct such behaviour and added that there was no place for such activities in the administration.Stating that people had to resort to agitations when the administration was not responding to their needs, he said that corruption was coming in the way and was taking place among the lower level officers.  Asserting that the Central government was not discriminating between ruling and opposition states, he said that the it provided  the required support for best governance. The centralised public grievance and monitoring system bill introduced in Parliament, when passed, would ensure delivery of services within a time frame. Chief minister N Rangasamy who jointly launched the centralised public grievance , redress and monitoring system  of Puducherry government, ‘Puduvaikural’, along with Narayanasamy said that the best governance could be achieved when citizens went hand in hand.” Involving the people themselves in identifying their needs, demands and designing policies and programmes was an excellent way of doing this,” he said and added that apathy and indifference in the community would breed apathy and unresponsiveness in the government.Secretary (ARPGand P) Ramesh C Mishra from the ministry presented an overview on the citizen centric governance.Chief Secretary M Sathiavathy said that Puducherry government was trying to bring out right to services act, similar to  some states that have enacted it.
