New Delhi: CPI-M General Secretary Prakash Karat CPI-M who had termed the Supreme Court's stay on quota as "unfortunate and uncalled for" has on Friday called upon the Centre to implement the Justice Sachar Committee report to improve the condition of Muslims in the country.
According to a report in news agency UNI, Karat expressed anguish over what it termed as ''growing tendency in the judiciary'' to ''abrogate legislative rights of ''the deprived sections''.
The CPI(M) leader said the party's charter for advancement of Muslim community, which had been largely circulated among ''intellectuals'' and ''opinion makers'' would be thoroughly discussed
The charter asks the Centre to prepare a time bound programme with financial backing, identify Muslim-dominated areas, formulate a sub-plan on the pattern of tribal sub-plan, provide reservations for Dalits, special educational facilities for Muslim girls and boys and provisions of adequate compensation to all victims of communal riots.
''It will be later finalised by the party and forwarded to the Government,'' he was quoted as saying by UNI.
Karat's demand assumes significance in the backdrop of the Supreme Court's ruling on quota on Thursday.
When the quota ruling had become public knowledge, Karat had said that the Government should have intervened even when the Apex Court questioned the Constitution's ninth schedule.
He said several states had implemented the quota on the basis of OBC lists even in Central services and wondered what was the problem in extending it to educational institutions.
