Hear Me Out Before Passing Order on Uttarakhand: Harish Rawat to SC
The floor test in Uttarakhand Assembly will take place on April 29, ruled the High Court.

Dehradun: Uttarakhand Chief Minister Harish Rawat has filed a caveat in Supreme Court seeking that he be heard before any order is passed on Centre's plea against scrapping of President's rule in the state. The move comes at a time when the Centre is set to move the apex court challenging the High Court order that revoked President's rule in Uttarakhand.

Senior Congress leaders held discussions with their legal team on Thursday and decided to approach the SC with a caveat so that Rawat is heard before any verdict or ruling is given on the petition to be filed by the Narendra Modi government on Friday.

On Thursday the Uttarakhand High Court ruled that the floor test in the Assembly will take place on April 29. Congress has 36 MLAs including nine rebels in the 71-member Assembly. But the nine Congress MLAs have been barred from taking part in the trust vote.

While ruling against the imposition of President's rule, the court had also said that proclamation imposing Article 356 dated March 27 stands quashed and status quo as on the date of the proclamation will be restored.

Coming down heavily on the Centre, the High Court had observed the Bharatiya Janata Party (BJP) had a direct interest in the imposition of President's rule in the state and so its letter on March 26 to President Pranab Mukherjee saying "there is a breakdown of constitutional machinery in the state is of no relevance at all and is not material to the imposition".
