Debate rages over airport regulation
Def Min wants to keep airports it owns that are also used by civilian aircraft, out of the the regulator's purview.

New Delhi: The formation of a regulator for airports ran into trouble on Monday with the Defence Ministry and the Civil Aviation Ministry not agreeing on several issues.

The Defence Ministry wants to keep all airports owned by it, but which are used by civilian aircraft, out of the purview of the regulator.

It also wants a member from the forces to be on the airport regulatory authority.

Along with this, they are demanding that the secretary of defence be in the panel, which selects the airport regulator.

The Union Cabinet on Monday decided to refer a proposal on creating an Airport Economic Regulatory Authority to a Group of Ministers (GoM).

Prime Minister Manmohan Singh wanted the matter to be referred to the GoM comprising Finance, Defence and Civil Aviation Ministries, which would evolve a clear policy to remove overlapping of jurisdiction, Civil Aviation Minister Praful Patel told reporters after the Cabinet meeting.

Among other issues, the GoM would look into aeronautical charges, ways and demarcation of defence field and civilian enclave, he said.
