BHUBANESWAR: Eyeing to rope in private sector investment for infrastructure development, the State Government has proposed to invest at least Rs 5,000 crore in the Twelfth Five Year Plan under PPP mode in the State.  Presenting the Budget proposals in the Assembly on Friday, Finance Minister Prafulla Chandra Ghadei said a project development and facility centre has been set up in Planning and Coordination Department with an allocation of Rs 10 crore. A viability gap fund of Rs  40 crore has also been proposed. A provision of Rs 48.14 crore has been made to develop State highways and major district roads through the PPP mode. The Minister announced that in order to ensure objective and impartial assessment of outcome against outlay, a programme delivery and outcome monitoring unit will be set up in the Finance Department.   Ghadei said he has tried to make a balance between fiscal prudence and people’s expectations.  Stating that utmost priority has been accorded to development of agriculture sector on which 65 per cent people depend for their livelihood, the Finance Minister announced an allocation of Rs 1,516.16 crore for the sector. The allocation for Water Resources Department has also increased to Rs 3,466.42 crore which includes Rs 1,489.63 crore for major and medium irrigation projects.  While the outlay for flow minor irrigation has been proposed at Rs 397.64 crore, Rs 312 crore has been provided for lift irrigation, including Rs 150 crore for mega lift projects. The provision for construction of check dam is Rs 216.14 crore and Rs 284 crore has been provided for flood control. The Minister announced that irrigation potential for 1.02 lakh hectare will be created in 2012-13.  Health and Family Welfare Department has got an allocation of Rs 1,820.4 crore with an increased allocation for purchase of medicines at Rs 104.56 crore. Besides, Rs 22.72 crore has been allocated to provide diet to indoor patients. The Minister announced that Rs 400 crore will be invested for development of necessary infrastructure and other facilities in the three medical colleges and hospitals in the State to enhance the intake capacity from 150 to 250 in each of the institutions.  Ghadei announced an allocation of Rs 6,525.4 crore for School and Mass Education Department, including Rs 505 crore for Sarba Siksha Abhiyan (SSA). Besides, Rs  45 crore has been provided for distribution of bicycles to class-X girl students and SC and ST students of different schools managed by SC and ST Development Department. The allocation includes Rs 628 crore for grant-in-aid to non-government schools. Higher Education Department has got ` 1,290.38 crore, including Rs 737.85 crore for grant-in-aid to non-government aided colleges.  While Panchayati Raj Department has been allocated Rs 2,563.83 crore, ` 2,723.69 crore has been provided to Women and Child Development Department, including Rs 160 crore for mid-day meal (MDM) scheme and Rs 540 crore for supplementary nutrition programme. The Works and Rural Development departments have been provided Rs 2,258.55 crore and ` 1,720.54 crore respectively.  The outlay for the Home Department has been substantially increased to ` 2,343 crore which includes Rs 115.57 crore for security-related expenditure (SRE) and Rs 22.89 crore under modernisation of police force scheme. The General Administration Department has been provided Rs 214.58 crore, including Rs 6 crore for construction of an airstrip at Malkangiri during 2012-13. The Revenue and Disaster Management Department has been allocated Rs 1,204.98 crore. Ghadei read a stanza from a work of great poet Gangadhar Meher, “Utha Bhai Utha, Nabina Aloke Soithile Chahin Hasuthibe Loke” to end his Budget speech.
