They became popular in the Premier League this season, with Tevez at Manchester City and Nasri at Arsenal among the wearers.
After the International Football Association Board meeting at Celtic Manor in Wales, Blatter stressed that "there was not even a discussion because this is not part of the uniform."
The ban takes effect immediately.
