How to Earn a Fishing Badge in Animal Crossing: New Leaf
Badges in Animal Crossing are new to the game in the New Leaf version. When a player achieves a certain goal or accomplishment, they are awarded a badge that is viewed on a Town Pass Card.
Steps

Look at the Angler Badge. You'll need to catch a certain number of fish. Just to note that the type of fish does not matter for this badge. Bronze rank: Catch 500 fish Silver rank: Catch 2,000 fish Gold rank: Catch 5,000 fish

Look at the Fish Maniac Badge. This depends on your personal fish encyclopedia. To expand your encyclopedia, you must catch lots of different types of fish. Bronze rank: Complete 50% of the encyclopedia - 36 fish Silver rank: Complete 80% of the encyclopedia - 58 fish Gold rank: Complete 100% of the encyclopedia - 72 fish

Accomplish the minimum amount required. You can count the fish in your encyclopedia, but you cannot find out the overall number of fish you have caught, unless you have kept count from the start.

Locate Phineas. When a player achieves the minimum for a level, Phineas will appear somewhere in town on clear days.

Talk to him. At times, he'll give you multiple badges, so just keep pressing talking until he has given you all the badges for that time.

View your badge on your Town Pass Card. Learn that ranks override each other, so if you achieve a bronze, a silver one will override it instead of showing both ranks, unless you tap on them.
