BANGALORE: The Aide-De-Camp (ADC) of the Governor is trying hard for the Indian Police Cadre, despite his lack of qualification and being an RSP (Reserve Superintendent of Police) rank officer.Surprisingly, Governor H R Bharadwaj and Home Minister R Ashok have recommended the government to induct ADC K C Venkata Rao Mane into the IPS.Ashok even went to the extent of referring a government order to press for his recommendation, which was cancelled in July 2011.Sources said that Ashok had recommended the Home Department to promote the ADC on November 2, 2010, owing to pressure from the Governor’s office. In fact, Bhardwaj himself wrote to the then chief minister B S Yeddyurappa to include Mane in the IPS cadre in May last year.Mane - who was DSP (City Armed Reserve), an auxiliary post persons under which are not eligible  for the IPS - took over as ADC after Madhukar Shetty was transferred to the Lokayukta four years ago. As per the rules, only state police force who represent 33 per cent of the IPS force, are eligible for  promotion.However, KSPS (Karnataka State Police Service)-civil cadre officers who complete eight years of service with a good track record are eligible for the post, but Mane, with his proximity to the Governor tried hard to get into the IPS cadre, sources said.When the Governor’s recommendation to the CM did not yield result, he himself got executed an order to include reserve police officers in the IPS cadre — an order which was reportedly done to favour Mane alone by making the order applicable for only one year, say documents. In fact, then DG&IGP Ajai Kumar Singh, in a letter, deferred the order stating that the government has issued the order to help only a private individual.Singh said the GO which is operational for 2009 cited that there is a shortage of eligible IPS officers in the state; in fact the shortage was acute in 2010 when 16 vacancies were lying vacant, he countered. He added that promoting Mane would demoralise the police force. The department then withdrew the GO on July 21, 2011.
