He had used a government vehicle when he visited Government Mohan Kumaramangalam Medical College Hospital in Salem on October 14 to meet officials there, without prior permission, an official release said.
The Commission has directed him to file a reply before 48 hours from the date of receipt of the notice, it said.
The model code of conduct came into force in Salem district from December 4 after announcement of poll schedule for Yercaud bypoll in Tamil Nadu.
