Has uncertainty become a norm in Jharkhand politics?

Jharkhand CM Arjun Munda has quit and has recommended dissolution of the Assembly as JMM withdrew its support to the BJP-JMM coalition government. JMM has claimed that the party is in talks with the Congress. CNN-IBN's National Bureau Chief Bhupendra Chaubey joined IBNLive readers for an interaction on whether the uncertainty has become a norm in Jharkhand politics.

Q. After Himachal debacle is Jharkhand and second major setback for the BJP? Asked by: Manish Sharma

A. Himachal was an electoral loss, Jharkhand is more of a perceptional loss.

Q. What is the legal status- Is an advise come who has taken this decision at cabinet meeting where coalition partners are absent will be binding on Governor to dissolve the assembly? Asked by: Prof. Anil Gor

A. That's what the governor has to decide. If Munda would have decided to dissolve the assembly earlier, before JMM's move, it would have been a different matter. Now the governor has to decide whether Munda, who had become a minority govt CM, does have the power to dissolve the assembly.

Q. What will it take for Mr Babulal Marandi to merge his party with BJP? Asked by: Sambhrant

A. Merger I think is out of the question, but certainly an alliance is possible.

Q. As I am from Jharkhand, BJP has done very good work, do you agree? Asked by: shankar

A. I haven't heard any bad feedback for sure.

A. That's a new theory. This is about Power.

Q. Is this debacle not going to pur more pressure on Nitin Gadkari at whose behest this Govt. - as per some reports - was formed? Asked by: Manish Sharma

A. Yes, But battle for Jharkhand and Battle for Gadkari are two very different battles. Mr Gadkari may still make it for a second term as BJP president.

Q. Why can't the BJP mend it's way with Babulal Marandi? Asked by: Manish Sharma

A. I think Manish, this has been the basic problem with the BJP. If they can work out a relationship with Marandi, they may benefit both at the assembly level and lok Sabha level. Problem for BJP has been that Marandi has refused to prop up anyone else as leader but his own self.

Q. BJP's seems to be losing ground on its own.. They lost Uttarakhand, Himachal.. Now they are about to lose Chhattisgarh and will certainly lose Karnataka.. what is happening? Asked by: Prof. Anil Gor

A. BJP at the top is a house divided. Karnataka there may be an alliance between Yeddyurappa and BJP post polls. If they lose Jharkhand too, I think someone within the BJP should own up the responsibility. You have a scenario where top leaders of the BJP in Delhi are just not respected anymore by the powerful regional satraps.

Q. Right from the formation of the state of Jharkhand, this political stalemate has continued.When congress looses, it uses the governor, when BJP gets into coalition, it cannot manage. This is one state where Regional Party JMM has miserably failed. Asked by: S ESHWAR

A. I am not sure if its correct to say that JMM has failed. If you look at it, JMM still has been the number one party. It has always been right at the top. What's happened now is that there are smaller players which have now come up. That's what has altered the entire discourse.

Q. Hasn't the BJP dented its own image by repeatedly joining hands with JMM. Remember Arun Jaitley saying "BJP will not join hands with proclaimed offender". Asked by: NeerajN

A. The decision to join hands with JMM was a bitterly divided one and contested one within the BJP too. But the BJP ultimately went ahead and formed the govt. Now the BJP will also have to face the embarrasement, was there really ever a deal of transfer of power to JMM or not?

Q. Will Congress Tie up with JMM; may not be good for them; to form the govt or will they call for President's rule and conduct elections? Is the uncertainity in Jharkand mainly due to the JMM? Asked by: Narayan

A. Cong didnt tie up with JMM last time around too. Problem with JMM is that its too unpredictable a party.

Q. What are the future course of action now fresh election,president rule,another coalition of JMM,congress or BJP asked to prove majority in the house? Asked by: rupak

A. The ball is in governor's court. His first priority would be to do a balancing act between the recommendations of BJP seeking dissolution of the house, and the constitutional mandate which empowers the governor to explore ways of an alternate govt formation.

Q. Agreed that Shibu Soren is like a Bhagwan amongst the tribals but what is the solution to the problem. In the present scenerio there would never be a stable govt and corrupt politicians would continue to hold roost. Asked by: Arun

A. Smaller assemblies with multiple players often ends up throwing such problems. There is no quick fix solution to this problem other than making it mandatory for a govt to rule for sure for 5 yrs. But then that too is a contentious proposal. It has been toyed with at different levels, But its never seriously been considered.

Q. Don't you think the next Govt will again be of JMM-BJP? No one there wants an election, right now? Asked by: NeerajN

A. In Politics, anything is possible. I wont rule out the possibility of the two parties again coming together.

Q. Jharkahand is a state which had Madhu Koda who was an independent MLA made a CM. The politics in Jharkhand has a history of unscrupulous politicians trying to make a fast buck from the mineral rich state. This leads to vested interests ensuring that there is instability and this is true for all parties be it JMM, Congress, BJP as well as the other parties in the fray. Asked by: Arun

A. Instability has always been a part of Jharkhand's politics. Leaders moving from one party to the next is common practice here. That's why I think someone like a Babulal Marandi may well end up being the real player now.

Q. This will happen in Indian democracy. Out of the hundred 50 will not vote. if there are 4 candidate candidate with 25 percent of the total vote get elected. This voted 25 percent constituted by illiterates and paid voters. Then the wrong persons get elected. Asked by: Prathap

A. Yes, But in Jharkhand, reality is Shibu Soren still remains very powerful. Every election, we hear that that Soren will come down. Doest ever work out.

Q. Why is BJP so desperate for power in Jharkhand? And so weak at knees before JMM? Asked by: NeerajN

A. Jharkhand is a rich state. It has a lot of natural resources. Since national media doesnt really focus on this state, there have been huge scams which have been unearthed here. BJP thought it will be able to break JMM and prove its majority on floor of the house. I feel BJP is firing off the shoulders of the governor. If the governor decides to go for a floor test even at this stage, BJP will then move to stage 2.

Q. Why would anyone want to do business with someone who has been found guilty of serious charges like abduction and murder. BJP or Congress..if they are true to their principles should avoid Shibu Soren..come what may!! Some certainty to good politics would prevail. Asked by: Ajay

A. Well, I don't think the next govt can be formed without support of Shibu Soren. I would be surprised if JVM+BJP combine could form a govt on their own. Similarly Cong+JVM alone too will struggle.

Q. Sir, don't you think that people like Shiboo Soren, who has already faced charge of murder, can be in politics only in our country where the people have short memory and who vote for a person like Shiboo Soren. Asked by: Shyam Vadalker

A. Shyam, irrespective of what people like you and me think, truth is that Shibu Soren is still treated as " Bhagwan " by the tribals of the Jharkhand. I remember through my travels in the state a few years back, when the entire national media was treating him as a convict on the run, people in Jharkhand were still worshiping him. So irrespective of what you think about him, he will remain a force to reckon with.

Q. Give your prediction for how many seats each party will win if election is held today. No diplomatic or vague answer please. Asked by: Gowda

A. JVM--20, BJP --12, JMM --15, AJSU--7, JDU --4, CONGRESS--12.

Q. I think next govt after elections will be AJSU-JVM coalition. Do you agree? Asked by: Gowda

A. Could well be. The biggest gainer in this entire unpredictability game could well be Babu Lal Marandi's Jharkhand vikas Morcha. I wont be surprised if Marandi becomes the number one party. I am told he has been doing a " padyaatra " of the entire state for quite some time now.
