Bihar has unveiled a 'composite package' for the rehabilitation of the labourers who are returning from Assam.

New Delhi: Days after it was discovered that many of the Bihari migrant labourers who had gone to Assam were, in fact, carrying job guarantee cards under the National Rural Employment Guarantee programme but never got any jobs, the Bihar Government has woken up to the problem of joblessness and has launched a 'composite package' for the rehabilitation of the labourers who are returning home from Assam following the recent spate of violence there.

On Tuesday, the Bihar Government unveiled a package to be implemented with immediate effect, under which Rs 1 crore has been made available to each of the 23 districts covered under the National Rural Employment Guarante programme, state Rural Development Minister Baidyanath Prasad Mahto told PTI.

Under the scheme, the government now plans to provide job opportunities to all those holding job guarantee cards and also provide similar cards to the families fleeing Assam. These cards would be issued immediately at the panchayat level.

It has also been discovered that many people holding job guarantee cards could not be provided any job opportunities as the district rural development authorities failed to utilise the funds allocated to them.

The state government has now asked all the 15 districts covered under the State Rural Employment Guarantee programme use the funds available with the administrative blocks and panchayats in order to ensure job opportunities to all the card holders.

The Bihar Government has also announced loan facilities through banks for eligible persons belonging to the violence-hit families, who are seeking self-employment in the state. Besides, the government would make efforts for forming self-help groups consisting of the families hit by the violence and provide dwellings under the Indira Awas Yojana.

The state government has already announced an ex-gratia of Rs 1 lakh to the next of kin of each of those killed in the violence that rocked Tinsukia, Dibrugarh, Dhemaji and Sibsagar districts of Assam recently.
