Telangana: GoM likely to finalise the draft on November 27
The Centre can go ahead with the formation of a new state, even if the state Assembly rejects the draft.

New Delhi: The Group of Ministers (GoM) on Telangana headed by Union Home Minister Sushil Kumar Shinde is likely to submit the draft on the creation of Telangana to the Centre on November 27. The draft will be sent to Andhra Pradesh Assembly seeking its views on the state bifurcation.

Shinde said that the GoM met on Thursday but Finance Minister P Chidambaram was absent as he is abroad. The GoM will hold one more meeting when he comes back and finalise the draft with sources saying the next meeting is likely on November 27.

However, the views of the Andhra Pradesh Assembly are not binding on the Centre. The Centre can go ahead with the formation of a new state, even if the state Assembly rejects the draft.

Andhra Chief Minister N Kiran Kumar Reddy has made it clear that the Assembly will reject the draft. The adamant Reddy said that he was ready to sacrifice his post to keep the state united.

As per rules, the Centre will place the draft before the Union Cabinet before tabling it in Parliament. According to the sources, the Centre is likely to table the Telangana Bill in the Winter Session of Parliament which begins on December 5. If Parliament clears the Bill, the new state will be created by an order signed by the President of India.

The GoM has already held talks with all political parties from Andhra Pradesh. The YSR Congress Party had opposed the creation in the meeting while the TDP had boycotted ir.

YSR Congress chief YS Jagan Mohan Reddy is mobilising support of regional parties against the Bill. He has already met West Bengal Chief Minister Mamata Banerjee in Kolkata on Wednesday. The Union Ministers from Seemandhra are also opposing the creation of Telangana.

The Telangana Rashtra Samithi (TRS) which has been in the forefront of Telangana movement has warned the Centre of dire consequences, if it goes back on its promise.

The Telangana process started exactly four years ago after a fast unto death by the TRS chief K Chandrashekhara Rao in December 2009.
