Toronto: It's not the tools but their packaging and how they reached the plane are questions concerning investigators probing the grounding of the Air India flight on Monday, police said.

The suspicious package, that forced the India-bound flight to return to Toronto, was wrapped in black tape and contained "hard tools," a police official said.

He would not confirm what kind of tools were found in the package or how they ended up inside the washroom of the flight.

"I don't know who would transport tools in their on board luggage from place to place," Pete Brandwood said.

"Regardless of whether they (security) allowed it or not, it was the way they were packaged very uniquely that caused investigators concern," he said adding, "We still haven't determined how they got there."

"What would have been nice is if an individual came forward and said, 'I dropped those there earlier.' That's not the case," said Brandwood.

The Boeing 777 jet was bound for Birmingham, England, and Amritsar, and New Delhi, but was turned around near Montreal and rerouted to Toronto after the suspicious package was discovered.

Eleven crew members and 149 passengers were evacuated at Pearson International Airport Monday and spent nearly 12 hours in an airport security lock-up on Tuesday.
