Lawyers, academia oppose HER Bill

Lawyers and academicians of various educational institutions in the state have come openly in protest against the Higher Education and Research Bill, 2011 and the Foreign Universities Bill, 2010.

Addressing a convention organised by the All India Lawyers Union (AILU) here on Sunday, MLC Chukka Ramaiah said if the two bills are passed in Parliament, the education system will collapse as it is not suitable for the country to bring all discipline under one umbrella.

Ramaiah said it is time for the decentralisation of Indian education system as inequality still exists among the institutions.

The central government wants to create a supreme body that will replace the existing structures like the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE). He appealed to intellectuals and NGOs to oppose the bills.

Chairman of the AP Bar Council A Narasimha Reddy said lawyers will organise agitations across the country against the bills.

He said they will send copies of their resolutions opposing the bill to President Pranab Mukherjee, Prime Minister Manmohan Singh, Union minister for human resource development Kapil Sibal and others within a week. Prof Madabhushi Sridhar, a cyber law expert at the NALSAR University, said the bills will hamper smooth running of the legal system in India. Other senior lawyers also spoke on the occasion.
