Naxals to kill targets and not kidnap them

New Delhi: "Don't kidnap, just kill the targets." This is the new Naxal strategy to boost cadre morale. The Communist Party of India-Maoist has now decided to rejuvenate its cadre on the eve of 10th anniversary of the party. CPI-Maoist will complete 10 years on September 21, 2014.

According to the Maoist resolution accessed by CNN-IBN political prisoners should not be kept alive for long as that gives government time to build negative propaganda. The resolution was passed at the recently held 4th Central Committee meeting.

The document says in future soft targets should not be kidnapped and those kidnapped should be swiftly annihilated. It further says recent arrests of top party leaders like Kobad Ghandy, Bhupesh, Amber, Sukant and Jaspal (all CPI-Maoist) Central Committee members) and the killing of Mallojula Koteswara Rao alias Kishanji has hit the cadre morale and the party's strength in West Bengal, Andhra, Andhra-Orissa border and northern India.

Betrayal of Sabyasachi Panda who walked out of CPI-Maoist Orissa unit has damaged the party in Orissa, says the resolution.

The document also highlights cases of Orissa IAS officer Veenel Krishan and Chhatisgarh IAS officer Alex Paul Menon - two government officers working for the well being of tribals. Their kidnap and subsequent release hit the Maoists negatively.

According to the document, false propaganda by government that both these officers were pro poor, pro-tribal and hence wrongly targeted has dented CPI-Maoist's image. The party now wants to annihilate such class enemies and not just kidnap them, says the resolution. The document says mediators like professor Hargopal who mediated to get Menon released should not be sent as CPI-Maoist mediators from here on.

CPI-Maoist resolution also says cadre must be built in towns near guerrilla warfare zones. Party veterans who can no longer carry on jungle combat should carry on party activities in urban centres.

The party document also says that students, youths, employees of organisations should be used to build urban cadres for the party. This is significant in the light of recent arrest of JNU student Hem Mishra and the allegations against Delhi University Professor GN Saibaba.

The document is significant because for the first time senior party functionaries accept a major setback.
