New Delhi: The CPI-M on Friday asked the Government to bring a bill on reservation for OBCs in unaided private educational institutions saying quota in government-aided bodies could have been implemented through an executive order.

The major Left party opposed inclusion of the 'creamy layer' in Central Educational Institutions (Reservation in Admission) Bill, 2006, meant for government-aided institutions, which was introduced in Lok Sabha and sent to the Parliamentary Standing Committee.

CPI-M leader Sitaram Yechury said the objective of this legislation could have been achieved through an executive order and such a law was necessary for implementing quota in private higher educational institutions.

Maintaining that the OBCs constituted 52 per cent of India's population and reservation granted to them was 27 per cent, he said this meant that one out of every two OBC member would be getting an opportunity to get admission.

"For a choice to be made in this case, it is necessary that those coming from weaker financial background be given a chance to pursue higher studies" thus keeping the 'creamy layer' out, Yechury said.

He added, the CPI-M representatives in the parliamentary panel would oppose the inclusion of 'creamy layer'.

To a question, he said almost 80 per cent of the total Indian population belonged to weaker sections, including SCs, STs and OBCs and "we cannot afford to keep them out of the development process".
