BHUBANESWAR: Orissa has lost out on a massive central health infrastructure upgradation scheme, thanks to the complacency of the State Government.
While states like Uttar Pradesh ran away with a medical institution like the AIIMS and special assistance for upgradation of five Government medical colleges and Bihar could get an AIIMS and assistance for modernisation of two of its medical colleges, Orissa seemed happy with the sole AIIMS allotted to it. The NDA Government had sanctioned six super speciality medical colleges on the line of AIIMS in six states, including the one in Orissa, under the Pradhan Mantri Swasthya Surakhya Yojana (PMSSY) in 2003.

The objective was to remove regional imbalance in the availability of affordable and reliable tertiary level health care in the country and to augment facilities for quality medical education in the states.

After UPA Government came to power, it made budgetary provision of ` 840 crore for each of the six super speciality medical colleges and also approved proposals for upgradation of 13 existing medical institutes in the first phase. Under the upgradation programme, each of the medical college was given financial assistance of ` 120 crore.

The other states, who benefited, included Gujarat, Jharkhand, Kerala, Karanataka, Tamil Nadu, Maharashtra and West Bengal.

A complacent State Government did not press for any assistance for any of its three Staterun medical colleges.
