For the first time since the enactment of the Karnataka State Guarantee of Services Act, popularly known as Sakala, an officer has been slapped a fine of `40 for causing delay in delivery of state services, said state Minister for Law and Parliamentary Affairs Suresh Kumar, here on Wednesday.
He told mediapersons that the Deputy Tahsildar posted at Kampli Deputy Tahsil office in Hospit taluk, for making a delay of two days for issuing a caste certificate.
He said that ever since the Act was introduced in the state, over 1 crore petitions were received by various departments. He also said that the appealing authority on Sakala scheme had received as many as 92 petitions complaining delay in getting state services and 21 had been settled.
Seventy-two complaints are yet to be settled. He said that at the end of August this year, Kodagu, Chickballapur and Uttara Kannada districts secured the first three ranks in terms of disbursal of applications under Sakala, while Bidar, Dharwad and Tumkur were at the bottom.
Stating that the state government is yet to tread the long journey in popularising the scheme, the minister said that efforts are being made to rope in NGO’s, consumer groups and other social platforms to achieve the goal.
