CHENNAI: A division Bench of the Madras High Court has upheld an order of a single judge dismissing a writ petition from V Bhaskaran, a close relative of N Sasikala, which challenged an ‘opportunity notice’ of the Enforcement Directorate (ED) seeking explanation for importing a Toyoto Lexus car from London in violation of Foreign Exchange Regulations Act (FERA), 1973, provisions in 2002.“We have no hesitation to hold that there is prima facie material to proceed against Bhaskaran in accordance with law by the authorities concerned,” the Bench comprising Justice Elipe Dhrama Rao and Justice R Subbiah observed on Friday. The Bench was dismissing a writ appeal from Bhaskaran challenging the orders dated Nov 13, 2002 of the single judge. While the ED claimed that it was an illegal purchase, Bhaskaran said  it was gifted to him by Dr S Balakrishnan of London on the occasion of his marriage. Bhaskaran submitted his reply on May 27, 2002. A case was registered under Sec 8 (1), 9 (1) (a) of FERA and under Sec 56 (1) (c) and some other sections of FEMA.
