BHUBANESWAR:  Even as the State Government has set an ambitious target to upgrade skills of 10 lakh youths during the current plan period, the existing infrastructure in the State is not adequate to meet the training needs of such a large number of people.Although the State Employment Mission is stated to have drawn up a calendar of activities for achieving the target, it is yet to identify credible training partners to impart qualitative training with hands-on practice.Ernst and Young, the leading global professional services organisation, has projected the skilled manpower requirement in different sectors of the State will be 1.35 crore by 2022.The organisation which is making a skill gap analysis in the State recently submitted a preliminary report to the State Government. While the present availability of skilled manpower in the State is 76 lakh, the report projected an additional requirement of 59 lakh highly skilled manpower by 2022 with maximum demand coming from the services sector.The skill gap analysis was made on the basis of the economic growth of the State during the last five years and taking 2011 as the base year.The State Government has asked the Ernst and Young team, conducting the survey, to make district-wise and trade-wise skill gap analysis vis-a-vis the skill development capacity of the existing institutions including industrial training institutes (ITIs), industrial training centres (ITCs), polytechnics, diploma and degree engineering colleges in Government and private sectors.The skill gap analysis is made for the National Skill Development Council (NSDC) which is mapping the skilled manpower of the country in 20 high growth sectors and unorganised sectors till 2022.Even as the State Employment Mission has taken up skill development training programmes through line departments, the achievement is not satisfactory.As there is a growing demand for skilled and semi-skilled workers in the health sector, particularly home nursing for the aged people and babies, the State Employment Mission has been asked to facilitate modular employable skill training for 50,000 girls in auxiliary nursing and paramedics in the next five years.A target has also been set to train another 50,000 youths in tourism and hospitality sector where the demand for skilled manpower is very high. It is expected to be the second largest employer by 2019.Construction is identified as the second largest economic activity after agriculture and has the potential to generate maximum employment. The sector has recorded a growth rate of more than 11 per cent.
