New Delhi: The Centre and states accuse each other of intelligence failure each time there a terrorist bomb attack in the country.

The accusations were made after the Jaipur blasts too but it is clear that there was an intelligence failure. CNN IBN has learnt that National Security Advisor M K Narayanan has pulled up central intelligence agencies for their failure to warn about the Jaipur blasts.

A Home Ministry status report had warned that three terrorist cells were at work in Jaipur and one of them did a recce of the walled city in Jaipur two months ago. No action was taken on this intelligence.

Babubhai, the India chief of the Harkat-ul-Jihad-e-Islami Bangladesh who was arrested in 2007, had admitted to smuggling 80 kg of RDX into India. As many as 40 kg has been accounted for but where is the rest?

With Narayanan seeking an explanation, intelligence agencies are now claiming that had warned about the attacks on Sankat Mochan temple in Varanasi, the Mecca Masjid in hyderabad, the Ajmer Sharief Dargah, the serial court blasts in UP and the attack on the CRPF camp in Rampur.

Experts are not convinced. “There have been some good investigations but it’s the lowly operatives that are arrested and then the investigations hit a dead end,” says Ajai Sahani, director of the Institute for Conflict Management.
