New Delhi: Accusing Anna Hazare of showing "dictatorial and fascist tendencies", Rajya Sabha MP Bhalchandra Mungekar on Monday said his methods to get Lokpal Bill enacted disregarding its practicability showed his lack of understanding and contempt for Parliament.
Mungekar, a Congress MP and a former Planning Commission member, also felt that Hazare will "create a situation akin to anarchy" if Lokpal Bill is not passed in the ongoing Winter Session of Parliament.
He also found fault with the activist's attack on Rahul Gandhi, saying Hazare was doing this at the behest of "some forces" in the country.
"While millions of people in India are grateful to Hazare for bringing to the fore issue of endemic corruption that has been eating the vitals of our socio-economic and political fabric, the methods that he has been adopting since beginning are visibly showing dictatorial and fascist tendencies.
"His constant threatening for getting the Lokpal legislation enacted disregarding its practicability, feasibility and other implications not only regretfully shows his lack of understanding, but also his contempt for the norms of the parliamentary democracy and procedures," Mungekar said.
In a statement, he also said Hazare's "self-chosen team of five, comprising a father and his son to represent the entire Indian civil society is nothing but his autocratic attitude".
Mungekar claimed the government had done the greatest and unprecedented compromise with Indian Constitution by officially inducting his team in the drafting of the anti-graft legislation, to diffuse the charged atmosphere.
"Now the draft prepared by the Standing Committee is yet to go through the usual procedure before presenting to the Parliament, but Hazare is not ready to wait. He already staged his indicative fast yesterday threatening to go on indefinite fast from December 27 if Parliament fails to pass Lokpal Bill of his choice," he said.
Parliament is empowered to scrutinise the amendments made by the Standing Committee, including rejecting all of them, if it thinks appropriate, he said, adding but Hazare has "contempt" for Parliamentary democracy, its norms and procedures.
"He now wants laws to be passed on the streets," he said. "Suppose, with its wisdom, the Parliament is not able to clear the Lokpal Bill in this session, what will happen? I am sure, with his present dictatorial methods, Hazare will create a situation akin to anarchy," he said.
He said Hazare must remember that Constitution is a social revolution.
Like many founding fathers, it is associated with the name of Dr Babasaheb Ambedkar, he said, adding "all problems facing this country must be solved within the Constitutional framework.
"Nobody is above the Constitution, and whatever one's noble cause and whatever one's credentials, nobody must be allowed to subvert and dismantle the Constitution, including Anna Hazare."
